Manager, Sponsored Research Administration (NYGC)


The New York Genome Center (NYGC) is an independent, nonprofit, academic research organization dedicated to advancing genomic research. NYGC scientists and staff are furthering new approaches to diagnosing and treating neurological diseases and cancer through their unique capabilities in whole genome sequencing, RNA sequencing, state-of-the art analytics, and the development of genomic tools. NYGC concentrates specifically on disease-based research in the following areas: neuropsychiatric disease (autism, schizophrenia, bipolar); neurodegenerative disease (ALS, Alzheimer’s, Parkinson’s, Huntington’s), and cancer.
 
Located in Lower Manhattan, the New York Genome Center was founded by and remains closely affiliated with twelve leading academic medical centers and research universities in the New York region and beyond, engaging in research projects with and for these institutions. Essential to our collaborative work is an outstanding faculty, whose members typically hold a joint appointment at NYGC and a partner university. They support our scientific mission by conducting independent research in areas of mutual interest to us and the wider scientific community.

Position Description
The Manager, Sponsored Research role serves as a resource for principal investigators and scientific staff through facilitating and supporting all applications and awards for extramural funding.The Manager, Sponsored Research will be responsible for pre- and post- grants administration, maintaining the day-to-day management of assigned sponsor programs both federal and non-federal, and oversight of employees in the Sponsored Research group.The major goal/purpose of the Manager, Sponsored Research is to guide NYGC to adherence of institutional policies, procedures, guidelines, and processes to ensure compliance with sponsors and funding agencies.
Reports to the Director, Research Administration.
 
Key Responsibilities
Responsibilities include, but are not limited to:
 
Pre-Award Administration
  • Responsible for working with assigned principal investigators to develop and submit proposals, including:
    • Develop budgets for proposals and work with project management and the Director of Research Administration to ensure costs are in line with current pricing models;
    • Track submitted and awarded proposals;
    • Ensure timely submission of proposals;
    • Train PIs and other scientific staff to prepare proposals, through 1:1 coaching and/or group presentations;
    • Develop collaborative relationships with grant funding representatives to discuss problems and details of proposal;
  • Discuss funding opportunities and program requirements with faculty and other team members;
  • Track new FOA opportunities raised by NYGC faculty and non-faculty members as part of the Grant Development Group meetings;
  • Ensure human subjects, financial conflicts of interest, requirements associated with federal grants are met;
  • Provide technical support needed to submit proposals;
  • Advise and review proposal formats based on the announcement requirements.
 
Post-Award Administration
  • Provide/Review technical support prior to receiving award, including:
    • Other Support (“active and pending support”) documentation for applicants that are to receive awards;
    • Revised budgets and budget justifications, when award funding has been amended/reduced;
  • Work with finance to establish needed award and cost-sharing accounts;
  • Track committed and awarded effort on sponsored research proposals; assist staff with the development of effort reports; work with grants manager and accounting to track expenses on awards, and work with PIs and project management to resolve budget variances and underspends;
  • Review all modifications in awards, requests for extensions and revisions in implementation schedules and negotiate with funding agency representatives concerning these matters;
  • Provide/Review/Process paperwork for PI changes;
  • Communicate interim and final reporting deadlines with PIs and administrative staff and have primary responsibility for meeting all funder deadlines and communications requirements;
  • Prepare and administer new and renewal subawards to partner/collaborative institutions;
  • Liaise with finance on incoming and outbound subaward invoices;
  • Issue and collect subrecipient monitoring form from any sub-awardees to NYGC.
 
Administration and Operations
  • Responsible for working closely with the Director, Research Administration, Finance and Legal to ensure that appropriate and comprehensive systems are in place for grants management;
  • Develop and implement process for final internal review and sign-off on extramural funding proposals, budgets, and other sponsored-research related communications; apply project management skills to ensure complete, accurate and timely communications regarding applications and awards;
  • Ensure annual institutionally-required certifications are successfully submitted, including NYS Grants Gateway, FDP Clearinghouse, Annual Report on Possible Research Misconduct, etc;
  • Manage institutionally-required CITI training and education, which includes: Human Subjects, Responsible Conduct of Research, Information Privacy and Security, and Conflict of Interest training modules. Ensure that any NYGC employees involved in the design or conduct of NIH-funded human subjects research are compliant with federal guidelines and fulfill the education requirements;
  • Report portfolio summary of active and pending grants to Board;
  • Report grants summary of new active grants to Communications department for Newsletters;
  • Maintain and monitor ResAdmin@nygenome.org institutional account – ensuring all grant administration request from external sponsors are met and delivered.
 
Requirements & Qualifications
  • Bachelor’s degree, ideally in a scientific discipline;
  • At least 6-8 years’ relevant experience;
  • Certified Research Administrator (CRA) or willingness to achieve certification within two years of employment;
  • Experience in pre- and post-award activity;
  • Thorough understanding of federal regulations and agency guidelines for grants management and sponsored research, including the Uniform Guidance. Knowledge of sponsor types and different sponsor requirements. NIH-related knowledge required, including knowledge of NIH Grants Policy Statement and NIH Commons.  NSF, US DOE, and US DOD experience preferred;
  • Familiarity with grants accounting and procurement best practices;
  • Experience managing budgets;
  • Experience with basic award agreement negotiation and familiarity with sponsored program agreements;
  • Familiarity with issues of research compliance such as conflict of Interest regulations and human subjects;
  • Experience working effectively, collaboratively and diplomatically with PIs and senior administrators;
  • Experience working with program officers at federal and state agencies, as well as non-profit sponsors, as effective liaison between research staff and funding agencies;
  • Strong interpersonal and customer service skills;
  • Excellent attention to detail;
  • Strong organizational, verbal and written skills;
  • Ability to work independently with minimal supervision;
  • Ability to explain complicated policy or regulations;
  • Experience working in central sponsored projects offices or other similar environments preferred.
