Director of Research & Administration (Wistar)

The Wistar Institute is seeking a Director of Research Financial Administration to provide leadership to the Research Financial Administration staff.
This individual is responsible for all financial aspects of pre- and post-award grant and contract administration and serves as the chief financial analyst/advisor for the National Cancer Institute (NCI)-designated Wistar Institute Cancer Center. In addition to supervising a team of six, the Director of Research
Financial Administration:
  • Ensures that all applicable rules and regulations promulgated by sponsors are followed in the financial administration of grants, contracts and sponsored research agreements.
  • Ensures accurate and timely submissions of all financial grant and contract reports to sponsoring agencies.
  • Reviews and approves expenditures for allowability in accordance with agency regulations as well as assists investigators in “allowability” and “allocability of cost” determinations in accordance with agency regulations.
  • Represents Wistar when funding agencies visit for peer review of grant and contract proposals.
  • Interacts with Scientific Staff and Center Directors to answer questions and resolve problems involving financial grant and contract matters.
  • Oversees the professional development of department staff members.
  • Prepares financial analyses of funding support for Wistar scientists in order to determine annual budget.
  • Includes calculating personnel costs, analyzing sources of funding and determining availability of funds.
  • Meets with Scientific Staff and Administration to discuss grant and funding-related matters.
  • Oversees cost analysis and projections of laboratory.
  • Negotiates grant and contract awards with funding agencies, as necessary.
  • Assists in the development of Wistar’s annual operating budget.
  • Updates and maintains labor accounting database.
  • Develops, implements, and maintains financial policies, procedures, and internal controls to ensure compliance with rules and regulations imposed by both the Institute and the funding agencies.
  • Reports directly to the Cancer Center Director on all financial matters involving the NCI-designated Wistar Institute Cancer Center.
  • Member of the Cancer Center Executive Committee and the Cancer Center Shared Resources Committee.
  • Assists in the conceptualization, development and management of all financial aspects of The Wistar Institute Cancer Center Support Grant (CCSG) application, ensures timely compliance with all CCSG-related guidelines and regulation and participates in all aspects of the related site visit.
  • Represents Wistar’s Finance Department during audits of the Institute’s accounting practices as they pertain to the financial administration of grants and contracts.
  • Oversees the streamlining of existing Research Financial Administration processes and the integration of tool sets into Institute workflow.
  • As needed, assists the Research and Administrative Services Department in the submission of grant applications.
Bachelor’s degree or equivalent in Accounting or business-related field plus five years of accounting experience required; with two to three years of experience in a management role. Prior experience with the NIH grants and financial management of NCI-sponsored CCSG applications preferred.
