Accounting Manager (SIBCR)


Established in 1989, Seattle Institute for Biomedical and Clinical Research (SIBCR) serves our nation’s Veterans through research and education endeavors at both divisions of the VA Puget Sound Health Care System.  SIBCR is dedicated to supporting research and education efforts by facilitating collaborative research projects with other federal agencies, voluntary health organizations, nonprofit professional societies, academic institutions and for-profit companies.

Summary:
Under the direction of the Controller, this position supervises the accounting and purchasing activities of the Institute, ensuring accuracy, timeliness and compliance with local, state and federal laws and regulations, Generally Accepted Accounting Principles, applicable OMB Circulars and VA regulations. Perform all functions in fulfillment of SIBCR’s standards of excellence, utilizing continuous improvements in processes, policies, and procedures to nurture an environment which fosters optimal productivity and service to our customers. Experience, Qualifications and Skills

  • Bachelor’s degree in Accounting, or Finance is required

  • Minimum five years of continuous accounting experience with a focus on general ledger and financial reporting

  • Thorough understanding of GAAP and internal controls

  • Non-profit / fund accounting and payroll experience required. Abila MIP strongly preferred

  • Familiarity with the Office of Management & Budget (OMB) Circulars pertaining to the management and administration of federal funds

  • Proficient with MS Excel

  • Effective problem solving and analytical skills. Ability to identify trends and relationships within accounting data

  • Resourceful, high level of initiative and strong work ethic.  Ability to work with minimum supervision and set priorities

  • Willingness and ability to work collaboratively with all team members, cross train in other accounting roles, and assist others at all levels of the organization

  • Good verbal and written communication skills, excellent interpersonal skills with the ability to maintain cooperative working relationships

  • Ability to maintain professionalism and exercise strict confidentiality


Responsibilities:  

  • Administer Post-Award responsibilities and duties in support of active Federal and non-Federal awards

  • Review grant documents and Notice of Awards for specific terms and conditions, equipment purchases,  payments to Independent Contractors and sub-awards

  • Supervise accounts payable, receivable and purchasing activities for the organization, including supervision of accounting staff

  • Ensure an accurate and timely monthly, quarterly and year end close.

  • Prepare monthly budget reports for distribution to SIBCR Investigators and grants managers

  • Provide training to new and existing accounting staff and provide back-up when necessary

  • Prepare and enter journal entries as needed

  • Assist in development and implementation of new procedures and features to enhance the workflow of the department.

  • Assist with audits

  • Support Controller with special projects and workflow process improvements
